Higgling is the act of bargaining persistently, often over the cost of something.
It is only accessable to Rogues and may be attempted at Mileth or Rucesion banks.

Higgling will cost 500 coins, and you may bring an assistant to increase the quantity of items received.
It seems like a level 99 character will get way more items than a lower level.
