Head to (88,117) Oren Island City and Enter the Jewelry Shop.
Speak to Alane. She will tell you about a Bouquet she once received and offer to help make one.
Her one condition is that you gather the flowers with the person you plan to give it to.
(You must be groupped and on the same map in order to receive flowers)

She asks you to bring a

Red Rose.
Walk around Enchanted Garden until you both find one.
Return to Alane with your partner.

She asks you to bring a

Golden Rose.
Walk around Lover's Garden in Loures Castle until you both find one.
Return to Alane with your partner.

She asks you to bring a

Black Rose.
Walk around Tagor Farm until you both find one. (The farm is at (73,10) Tagor Village)
Return to Alane with your partner.

She asks you to bring a

White Rose.
Walk around Shinewood Forest Entrance until you both find one.
Return to Alane with your partner.
